A huge and well structured forum about Quality Assurance is www.qaforums.com .In Germany the five Special Interest groups for "Software Test" of the ASQF in Erlangen is going to start a Wiki about Software Testing soon (I admit I'm involved in this project).
The Agile Way:
I have a lot of sympathy for "agile" and "lightweight" software development processes, I also signed the Manifesto for Agile Software Development. The following links are good starting points:

Certificates:
- In the USA the "Certified Software Quality Engineer" (CSQE) is offered by the "American Society for Quality" (ASQ) .
- The "Information Systems Examination Board" (ISEB) of the "British Computer Society" (BCS) offers a foundation level and a advanced level certificate in Software Testing.
- An effort to establish an international qualification in Software Testing has been started by the "International Software Testing Qualification Board". There is more than a dozen national testing boards up to now, for example of the USA, Norway, India and Germany, which offer or will offer the certificates in the local languages. Because the German ASQF/iSQI was the main initiator of the ISTQB, you will find some information on the ASQF/iSQI sites at http://www.isqi.org/isqi/eng/cert/ct/flindex.php, too.
(I passed both the foundation and the full advanced level).

- Spice (ISO 15504): The elder version of Spice, the new one.,
